To enact R.S. 33:9091.14, relative to Orleans Parish; to create a Mid-City Security District within the parish; to provide relative to the purpose, governance, and powers and duties of the district; to provide for the imposition and collection of a parcel fee and use thereof; and to provide for related matters.
