The oversight is performed on several levels. The first is by a volunteer board from inside the district, with all meetings open to the public and all stats and expenditures being posted on the website. The board of volunteers is appointed by MCNO and Parkview neighborhood associations, and anyone living and registered to vote in the district is eligible to serve on the board.

The second is by a police officer hired specifically to manage where the patrolling officers are, making sure they are patrolling. This officer will be at the public meetings to give stats to the public and answer any questions anyone may have about the district.

Additionally, the district submits a yearly budget to the city council so it becomes a matter of public record, and every year the state legislature will audit the district to make sure all of the money is being used appropriately and according to budget.

Finally, the MCSD District is overseen by both the First and Third District police departments. Major Norton is the supervisor of MCSD Coordinator Sgt. Ronnie Stevens. However Sgt. Ronnie Stevens must report to both Major Norton (First District) and Major Elder (Third District).
