Approval of previous minutes

Motion by Ms. Henderson to approve meeting minutes from 7/16/09 and 7/29/09. Seconded by Ms. Guidry. Unanimous approval.

Newsletter

Would like something from Ronnie to add to the newsletter, bio, picture
Something about the officers of the board
Would like to list website and phone number on the newsletter
Romney is looking into magnets to give the MCSD phone number

Insurance

Gillis, Ellis and Baker – Crystal Baer is the agent who has worked with us. They have provided impressive service and determination to help us find the insurance we need.
We were left with two options, offering the same coverage, however Eustis was going to be more expensive than Gillis, Ellis and Baker.
We will have comprehensive general liability for situations such as a person coming to the meeting and getting hurt (will not cover board members).
We also have public officials and employment practices – this covers any decisions we make wrong, incorrectly, so long as it’s not intentional.
We are currently missing crime coverage for if a board member does something fraudulent – this would cover the district for that loss. We will be getting this by next week.
Police professional liability will cover us for any liability we might have for our defense costs, for the negligence of a police officer.
Volunteers are considered insured if they do something negligent. However if they get hurt while doing volunteer work they aren’t covered. This is under the commercial general liability.
If the district were to end, we may decide to get “tail coverage” which will cover us for claims made after the end of the term of the security district.
The one item that is not covered would be the vehicles. The cost is not feasible and in addition, cars are already insured by the city.  
Police professional liability – we have a choice of limits, $1, 2, or 3 million. The insurance agent assisted us with some questions that helped guide us to better understand our exposure. It was recommended that $1M would be most appropriate.
 $18,079 per year total for insurance is far below the amount we had budgeted ($37K) for this.
MOTION by Ms. Guidry that the district purchase the coverages as set forth in the proposal by Gillis, Ellis and Baker with the revision date of 9/17/09 which includes commercial general liability public officials and police professional liability for a total of $18,079.95 as the annual premium. Seconded by Ms. Richard. Unanimous approval.
MOTION by Ms. Guidry to purchase the police professional liability coverage with limit of $1,000,000, seconded by Ms. Richard. Unanimous approval.
MOTION by Ms. Guidry that we reject terrorism coverage. 2nd by Ms. Richard. Unanimous approval.
MOTION by Ms. Guidry that whatever documents are necessary to be signed to get coverage in place that Mr. Tisdale be given the authority to sign those documents. 2nded by Ms. Richard. Unanimous approval.  

Accounting Report

- Last report was ending June 30. At that time we had $665,302 in the bank. Since then we got another check for around $14,000, we made investment income of around $1200, and wrote a check to Verizon. Net increase is $1409. Currently we have in the bank $682,209. (For financial details and exact numbers please see financial statement provided by Ms. Rutledge, Accountant).
- Additional $14,000 check is ready at City Hall, Ms. Henderson will pick this up tomorrow.
- Ms. Rutledge will always have the original bank statements with her at board meetings for board review, in addition to bringing with her the updated financial statements.

 

Coverage Update

Update from Sgt. Ronnie Stevens, MCSD Coordinator
MCSD COVERAGE STARTS MONDAY!!!!!
Sgt. Stevens has been able to cover a great number of shifts with officers who have take home cars. The hardest shift to fill at the moment is 3am to 7am. As soon as the cars arrive it will be much easier to fill the spots.
M 7am – 3am covered with two officers
T 7am – 3am covered with two officers
W 7am – 3am covered with two officers
 R 7am – 3am covered with two officers
F 7am-3pm covered with two officers
Sat mornings – Sgt. has plans to fill these spots
Sunday mornings – Sgt. has plans to fill these spots
We will begin distributing the MCSD phone number
Will put one officer on 1st district and one on the 3rd district.
Sgt. will typically float between both the 1st and 3rd.
Cars – will not hear on status until August 24th.

Guarantee Savings and Bank

- This bank does not have the capability to check for two signatures for withdrawals. However, the board has its own rule on this. Furthermore, the accountant cannot create checks without two board members signatures.
MOTION by Ms. Guidry to approve the Resolution by us to Guarantee Savings Bank to allow one board member to access the account. Seconded by Ms. Henderson. Unanimous approval.

Bylaws will be deferred to next meeting.

MOTION to adjourn by Ms. Henderson at 8:00. Seconded by Ms. Gannon. Unanimous approval.
